Kate Hogarth has served as Chief Executive of Shared Care Scotland since the start of 2025, succeeding ISBA stalwart Don Williamson.

Before stepping into the Chief Executive role, Kate held the position of Head of Policy and Communications, much of her work over recent years has centered on the development of the Right to a Break in Scotland and ensuring that the voices of carers and short breaks providers are meaningfully embedded in its development.

Shared Care Scotland sits in a unique position between local and national government, providers and carers, and Kate views this as a strength: giving the organisation a balanced and pragmatic view that can be used to leverage improvements to short breaks that are both credible and compassionate.

Shared Care Scotland is responsible for administering three programmes of the Scottish Government’s £13 million voluntary sector Short Breaks Fund and for developing and delivering the innovative social tourism programme Respitality.

The organisation aims to facilitate best practice and innovation in short breaks set upon strong evidence base of ‘what works’.
